ISC 360 EGR cooler replacement

what can I expect to see after EGR cooler replacement.. Cummins says it is possible to see a warning light due to the after treatment being cleaned and not replaced at time of the repair. They replaced all fluids saying it was required after engine Hydrolocked while in their repair shop It had not hydrolocked prior to them bringing it into their shop.. When I discovered coolant leaking from exhaust I shut engine down and had it towed to their shop. Should they have restarted the engine knowing the possibility hydrolocking could occur possibly causing further damage to the engine.

Repair bill estimate $5300.00

With out proof it's he said she said. Do you have proof they restarted it and caused the damage?

They admitted they started the engine to be able to diagnose the problem. They also now added EGR control valve to the repair an additional 800.00 to the repair bill
Total now 6200.00
