ISL Lift Pump & Priming Procedure

Just changed both fuel filters on my 2010 ISL motor and had an ordeal getting the thing started afterwards. Long story short, I got it started but noticed an odd occurrence while attempting to prime the fuel system. While cycling the key between off/on every 30 seconds, the lift pump seemed to run completely randomly. Sometimes it would work 3-4 cycles in a row, and sometimes it would work once, then not run without a delay between cycles. I did verify the lift pump works when it cycles by pulling a fuel line.

My question is whether the lift pump should run (high pitched electric motor noise) every time the key is switched from 'off' to 'on'? Or does it only run when it senses a low fuel pressure situation? Any thoughts as to why it randomly cycles?

Yes the lift pump does run each time you turn the switch on . Mine runs for about 45 sec.
