July 23, 2010, SACRAMENTO, Calif. – Several Navistar competitors questioned the EPA’s recent decision to reexamine the 2010 engine rule six months after SCR engines hit the market, Today's Trucking News reported.
Navistar sought a meeting with regulators when it challenged an EPA ruling after opting for a different approach for reducing diesel emissions to comply with 2010 mandates. Navistar claims SCR engines create "compliance loopholes" by forcing the burden of compliance on RV and truck owners rather than on the engine builders.
Representatives of Volvo, Mack and Cummins defended their technology and even went on the offensive, the magazine reported. “We question the need to make modifications to SCR strategies just six months after SCR products were brought to market,” said Steve Berry, director of government relations for Volvo Powertrain. Despite Navistar’s claims, Berry said there is no evidence of diesel emission fluid refill or SCR tampering issues in the field. He considers it premature to impose new restrictions in the absence of any evidence of need.
John Walsh, of Mack Trucks, told the panel that Navistar’s contention that drivers can “trick” the engine by substituting plain water for DEF and drive up to 11,000 miles, is an example of misinformation.
