Starting issue 8.3 ISC

Have a unique starting problem. Engine is 2007 8.3 ISC with 30,000 miles on a Freightliner M2 truck conversion RV.
Recently after starting the rpms would not exceed 1500 rpm even with accelerator pushed to floor. I shut it off, restarted 2 minutes later and it was fine. Drove about 50 miles to campsite, changed fuel filter (did not change water separator, but drained a sample, no water). Thereafter restarted and did 100 miles without issue. Parked over nite and problem reoccurred, would not rev past 1500 rpm. Engine sounded a little strange but did not miss, no trouble codes, no lights, etc. shut down for about one minute, restarted and full power.
Ill take it in to my mechanic next week and plug it into diagnostics.
Anyone have this happen? Fuel problem? ECM issue?

Exhaust brake sticking closed ?
Or if equipped with VGT ( Variable Geometry Turbo ) with the exhaust brake function , internal carbon slowing the operation.

So actually not a start up issue , but erratic no power .

Has a jake brake, no exhaust brake. Up why on restart within 1 or 2 minutes does problem disappear?

OK , probably not engine brake related , particularly if you can't hear a real difference in engine tone and probably wouldn't get to 1,500 RPM.
I had to ask about exhaust brake as the ISC is one Cummins engine model available with, either exhaust or engine brake.

BTW: Jacobs , manufactures both exhaust brake and engine ( compression ) brake systems . So even the term " jake brake " can be confusing.
