If by first generation 5.9 Cummins do you mean a 12 valve engine with the injector pump shown below ; depending on the transmission it's equipped with it might not have or need one.

For your Cummins, I have no clue.

For my 6CTACummins 8.3L, it is located on the transmission itself with a cable that leads to the air throttle linkage at the engine.

Here is a picture of the air throttle linkage from the transmission mounted tps. It is that billows type thingy in the pic.

This might be of help.

Still waiting on confirmation , of the engine model (12/24 valve) , because the change was ongoing in the OP's production timeframe .
Knowing the transmission series would be a help too .

Ok I have wiring schematic for a 1996 Freightliner chassis , I'll see if they show a TPS anywhere . But because there are only electrical connections to the 3000 series , it must be remote from the trans , on the throttle pedal or mounted close to the throttle linkage on the injector pump.

Now this is just a little bit weird.
I have 1996 Freightliner , with a Cat 3126 , wiring schematic ; no TPS shown .
Also 1998 Freightliner , with Cummins ISB , wiring schematic , no TPS shown.
Both these engine / chassis needed TPS to operate , engine/trans and schematics don't show it.
My 99 schematics have it at the throttle pedal , Just as 98fleetwood has posted.
I'll see if there's any better info out there.

The wiring is on the Allison diagram.. This is what the TPS looks like... Click image for larger version

OK ; so the TPS in this case is probably unique to WTEC II, on a Cummins 12 valve engine , and the Freightliner wiring diagrams don't cover , the wiring on the engine and transmission that , Cummins and Allison supplied , only connectors to the engine and trans supplied wiring .
Still having trouble understanding the schematics , being shown as for engines that require a TPS ( the 3126B and ISB with VP-44 have no allowance for manual throttle , it has to be an electronic signal, unlike the 12 valve with P-7100 injector pump that has cable or air throttle control ) so the TPS has to be remote from the engine, with connection to the Freightliner wiring.

EDIT: From your picture of the Allison wiring , production dating could be the clue ; up to 12/97 . So chassis production date and introduction of WTE III come into play.
I need more coffee , to get through this one. LOL

OK , more coffee and an internet search ; thanks to Dean and 98fleetwood , for the pictures they've posted. Getting to the same web site for the trouble shooting manual for the WTEC II system that 98fleetwood took the snap shots from and reading the page on the tps was a big help .

Rockyv; the tps on your coach/ transmission , is directly connected to the wiring ON the transmission; and that's probably where it's mounted ; and connected to the injector pump ( as per Dean's photo ; yellow box ; with a dedicated cable ) .
In the picture of the Allison wiring , and the larger shot of the tps and it's connector , shows why it's not included in the Freightliner schematics .

EDIT: I see in your other post , Dean has detailed a reset procedure for the tps , I do hope that's the only issue .
