Turbo spools and then doesn't

Looking to see if anyone had this problem or any diesel mechanics out there.

07 ISL 400, had no power and black smoke. turbo and actuator were replaced and particulate filter cleaned. fuel filters replaced.

After the new turbo it ran great, tested for about 10-miles and parked at the rv parked until our house closed escrow. 4-weeks later start her up and she ran like crap, same issue, took to mechanic and shut it off. hooked up the computer started her up and she ran great no trouble codes.

I take it home, next day I start it up and runs like crap, had to wait 3-hours until the mechanic could look at it, so I parked it. 3-hours later I start it and it runs great. mechanic hooks up computer no codes. I take it home.

today I start it and it runs like crap, I drive it one mile, park and shut it off. I wait 2-minutes start it up and it runs great.

So it runs on first start up, shut it down and wait, then restart and runs great. when it runs like crap not getting much boost, may 10-lbs, nothing off the line. any ideas, hope to leave in 2-weeks for Colorado, Thanks

Be interested in learning just what you find.. my first guess would be the lift pump.
I'm no expert. Just been around diesels for many years.
Hope you find the problem
