Correct on the filter kits function.
I have a CAT Reman Huei which will be going in when I get this beast in my shop.

Had an issue with losing prime on low throttle and sometimes not starting and having to prime the pump. I replaced the fuel regulator on the back of the block at the secondary filter, didn't help. Took almost two years to find the problem. It finally happened at the shop. They found the output line brass fitting on the up pump had a slight crack and would suck air when it had the perfect pressure against the fuel line. It was sporadic so not easy to find. Not sure if this is related to your problem. I had some very good guesses on the forum, so I thought I'd throw this at you. Good luck.
