For further info on the strainer and the trouble it can cause read through the link below .
NOTE: That when the thread was written the diagram I've posted was not readily available either here in the forums OR widely know about at Freightliner dealers .

Yes a bad/dirty fuel filter will cause your issue.

Do you have a port under your dash to hook up your ScanGuage? I have a port but its at the rear of the rig.

ftodaro ; your Freightliner chassis has a J-1587 diagnostic plug behind the dash, it's probably wrapped up in the harness somewhere , took me 45 mins with the instrument cluster pulled away from the dash to find and relocate mine.

Agree with Skip426, mine was near the firewall and I had to cut it out of the harness so it's now dangling down forward of the drivers left foot.
However, note that there are FEW consumer OBDII readers that will read a Freightliner because they didn't work all that hard at instituting that feature. So don't invest hundreds in a reader until you've verified that it'll work with your chassis.

Can you or Skip tell me what scan tool that you are using that should work on my 2001 Cat with the XC Chassis? I am interested in monitoring Boost fuel pressure and oil pressure for now.

Never bought a tool as I haven't worked on the protocol for a couple years and it wasn't interesting enough at the time. I found a tool or two but they were over $300 so I dropped the scheme...but!
If you are an electronic DIY'er, there is a home made device that reads some of the codes and displays them on custom software, but that was back in 2014, dunno if you can still get the code. I should have built that one myself but never got around to it. It's shown as a link in the following link.
Anyway, here's a link to my ad free blog that covers some stuff about the protocol: J1587 Port - Serial Comm in Trucks
If you build your own, make sure you show us what you did...please.
Quick note...Freightliner was not required to institute any OBD type system until 2005.
