Can a hand primer pump wear out?

I changed my primary fuel filter and Iím unable to prime the fuel system. I pumped it off and on for almost two hours and it never increased the resistance like it has done in the past. Can these hand pumps fail?

Yes they can.

Take it off and look at the check valves on the underside of it. Could have a small piece of debris stuck in one.

Well after prefilling the filters, I was able to get the engine to start. I guess I had more air in the system than I thought!
