Never had a Cat 3208 but have had a Westerbeke W100, a Perkins 6-354 240hp & still have a 1996 Cummins 315hp 5.9L. All of them marine applications. Only the Westerbeke was a self bleeder.
Bleeding a diesel is simple enough. If bill68's suggestion does not give a VROOM after a few engine rolls try bleeding by loosening the injector line feeds at the injectors, roll the engine till fuel squirts solid & retighten as engine rolls.
As each cylinder gets fuel & the line is tightened it should kick & run smooth when all are tightened down.
Anything past the basic trouble shooting that you have done & as suggested by bill 68 starts to look like more than the skills of a shade tree mechanic.
