Is there an inexpensive scan tool for Cat that dos more than pull active codes?

My current data-display code-reader (ScanGuage D) only reads active fault codes on CAT. Is there an inexpensive scan tool that can read other data such as history codes, etc.

Even better if I could read the engine parameter settings and do some of the testing (injector cutoff, cylinder balance, etc.) without having to buy CAT ET and pay for an annual subscription. I know that's not going to happen.

So which scan tool is the most full-featured for use on CAT C7/C9/C12/C13/C15, with no subscription fees and under $500. Is there anything out there?
