Saw a repair like this down in Mexico, and also had one myself. The tech took off the other side, made a mold, and then removed the broken wheel surround, and used the mold to hold it in place while he used those fiberglass repair kits to make a partially new surround, joined them together with magic glue.
I don't recall if they needed to create a mirror image of the surround or not.
After that, it was a matter of sanding and painting.
For my ruined basement door, that's what they did. Got an entire new door insert back from the shop that makes that sort of fiberglass repair parts. Used tin snips to cut it to shape myself so I could have fun too, and after installation, they painted it to match. Looked like new.
