The engine runs fine and is not overheating so suspect the gauge but want to rule out anything else before paying $138 for repair. Anyone have this happen?

WELCOME to iRV2.com and the Workhorse forum in particular.
While I've not heard about this happening to others, I can tell you the cluster gauge was never much good anyway, and therefore I would not spend the price you posted to have it "fixed".
The reason I say it was "never much good anyway" is that it was PROGRAMMED by WCC to almost always point to "normal". Once the motor warmed up, it would never vary unless there was a significant overheat event which would cause the gauge to suddenly point to its maximum.
IMO, you are much better off spending a little more and buying a Scangauge II, for ~160 bucks. It will allow you to monitor 4 gauges at once, such as water and tranny temps, oil pressure, rpms, etc. and many more-all in digital format.
