The stock electric fans should be relativly quiet and should do the job most of the time.

When the engine fan kicks in it is the fan and not the clutch that makes all the noise unless the clutch is defective. Just remove the clutch and bolt the engine fan back on with a spacer block instead of the clutch if you want to prove this for yourself.

There are aftermarket electric fans that do move a lot more air than the stock ones but they can end up making more noise then the engine driven fan.

There are also cheap aftermarket electric fans that move a little bit of air and make a ton of noise.

When you have a problem start with verifying that the stock system is working as it should before installing additional equipment.

When buying used be aware that the previous owner may have removed and tossed fans, shrouds and other items just to get past the traded-in/sale process without the item making a lot of noise and drawing attention to the fact that a repair is required.
