Air filter is odd

This is an air filter off the new f53 2020. Is this normal wear or is something off? Click image for larger version

There is a baffle in the housing creating 2 sections.

The clean section may be for the PVC systems intake air. Far less then the combustion air.

In my 2018 that second smaller section of the air intake box had a short round nipple as in intake, but there was a blue cap on the intake, so was not pulling any air. I removed the blue cap to increase air flow.
