Ford 6.7L power numbers

Does anyone know why the huge difference in power numbers for same year 6.7L F550 and F250? Is there engine, transmission, or other driveline differences? Or can the F55" be reprogrammed to match?

F250 is 440hp and 860tq
F550 is 300hp and 660tq

All chassis cabs are the 300hp 660tq

Only the trucks 250,350, and 450 have the 440hp 860tq
