Fuse for Horn

The horn on my 94 Holiday Rambler (f53 chassis) has quit working. When I push the center of the steering wheel you can clearly hear the #3 relay "tick." So I assume that the switch is communicating with the relay, but the relay isn't communicating with the horn. Where would I find the fuse for the horn?
Also, while digging around looking for horn fuse, I found a melted 30 amp in an orange wire (see pic). Any ideas what this is? 30 amp seems like a lot for a horn and I don't believe they're associated.
