If they are Power Gear, What is the problem, They do not extend or retract,??
I have several of the Power Gear manuals on my web site. Look on the DOWNLOAD page:

On mine, I must have the emergency brake on , and I usually have the engine running to supply additional power before operating the jacks.
When I press any of the "LOWER" buttons, I can hear the pump running.
I start by extending the nose first until the jacks just start to lift the MH.
I then lower the rear jacks and level with the rear left /right
