speedometer on my 2005 monaco monarch 33pb d not working

my monaco is on a f53 chassis, the speedometer works only above 45 mph ,but when you slow down it wont drop below 45mph,both cruise control and odometer work. help please

Welcome to iRV2

Unfortunately your issue is internal in the speedo head .
Needle binding on face plate or stepper motor internal problem.
Rebuilding or replacement required .

If there was a sensor or wiring issue , neither the cruise or odometer would function.

First off you have to verify what the chassis is sending to the spedo.....get a cheap scan tool and monitor vehicle speed (vss) if the signal matches your road speed then your issue is the speed head, if it does not then you have a chassis issue causing the speed to reads what it is being fed.

When I bought my 2000 HR 8 years ago, I had a similar issue. Speedo would read up to 35 and then stop. Get below 35 and it would drop. Salesman, who was a good friend of mine says "I guess you'll be driving with a GPS" ODO worked just fine.

I did a little searching and found a guy in Pennsylvania that rebuilds them. I wish I had saved his name and number for the number of times I've been asked about it.

He gave me two options. Take a picture of the ODO and send it to him, along with $235 and he would send me a rebuild, or send mine to him to rebuild. Checks only, no CC. He took my info and put one in the mail. I had it in my hand before the check even cleared the bank. Trusting guy. Sent the old one back as a core. Got a thank you call from him when he received the core.

Best business experience I've had in a long time.
