I have 2 water tanks, well because I have 2 fill inlets, are these 2 tanks linked somehow, or is there a crossover valve I haven't found, the reason I ask, is when I fill the tanks, one tank takes less to fill when I have run out of water, so some water is being drawn out of this tank, but the second tank is empty and takes way more to fill

One inlet is for filling your on board tank. The other is for a direct connection to a water supply outside of the RV. For the first you need to have your pump on. Does that make sense?
