City water overflow

Hi ALL, I'm new to this forum and to RV'ing. So I recently purchased a 2018 Flagstaff 21DS. First time camping, I plug the city water in and I hear a leak. I notice the canister housing for the water filter is cracked and laying on the floor. I replace the canister and the housing and try running the water. All the water is draining through the water over flow hose under the trailer. Any ideas? Thanks

Have you confirmed the diverter is set to city water and not tank fill?
