Legal NO!
But in 30 plus years he has never had a problem.
In Canada you have to get a new valve installed when getting a tank recertified.
Has someone in the propane industry sold someone in government on, you know what I mean.
I have seen old rust bucket motor homes with tanks rusted tanks ready to fall off.
Yet they are exempt ??

Permanent mounted Propane Tanks are ASME Jurisdiction
Tank Walls are thicker and they are NOT taken in/out routinely
**Filling can be denied if TANK is heavily rusted, dented, evidence of fire
That is the responsibility of Vendor to inspect
*Owner responsible of maintaining tank
'Portable' Propane Cylinders are DOT Jurisdiction and have to be recertified due to being 'portable' and higher chance of damage occurring
OPD (overfill protection device) have been required since 1998...TANKS and Cylinders
Not a new 'gov' plot/conspiracy
