Weak electric brakes

I have a brand new Wildwood 240BHXL and the brakes barely engage at a 9.5 gain setting. Took it back to the dealer and they adjusted but still very little grab. Shouldn't the electric brake pull back on my truck a bit at the 9.5 controller setting?

Brand NEW......it can take some miles/using brakes to get them fully functional

Per Dexter Service Manual
NEW brake shoes/magnets need to be 'burnished-in" to wear them in

See Pg 11 and 12
