Angry 1997 Beaver with flush problems

I have a 1997 Montery Beaver 30ft. I have managed to get everything working except I have one problem area. The Dometic Sealand toilet does not flush worth a dime. Very little water flow when you step on the peddle. I have cleaned the outlets in the bowl and blew them out with air, disasembled the foot control valve and cleaned it out. It opens o.k. and there are no obstructions.
Could the problem be due to low water pressure. It works the same when I am hooked up to city water. Could I have a faulty pressure regulator or clogged filter? My next step, I guess, will be to take the panel out in the side utility center. I job I dread doing. I think the water pump is back in their but I don't know where, if any, a pressure regulator or a water filter might be. Can any one advise me!

Hi John, I have a 99 beaver patriot and probably have the same toilet. Do you know that if you lift up on the pedal, water will flow as long as you hold it up? Also do you have the spray hose attachment? Hope this helps. Thurlow.
