The blower fuse blows. Even if I have blower in off position. When blown and turn on A/C the clutch still engages, so probably can rule out A/C clutch. Also the o.d light on the handle seems to go out , so it must be in the same circuit?

Welcome. Sounds like you have a short in the circuit somewhere. Without a wiring schematic of that year, it's difficult to determine where it might be.
