On my 1999 36t the potable drain valve was on the shelf in the third storage bay on the passenger side. It was a quarter turn valve with a blue handle. You can get to it from the drivers side bay under the slide but it is more of a reach.
Mine didn't say bypass valve but rather it was labeled "potable water fill". It allowed me to fill the fresh water tank from the wet bay but if left unattended it would overfill and flood the bay behind the entrance door.
