1999 Georgia Boy sconce wiring problem

Cannot figure the wiring out on my 1999 GB.The wires coming out of the wall are black and white.Trying to wire up new sconce and cannot get it to work.Keeps blowing the fuse no matter how I wire it.HELP

If the fuse holds with the fixture wiring disconnected from the coach wiring; then the fixture has a short. If the fuse still blows with the fixture disconnected, the circuit has a short (Black wire grounded to frame). The white wire should be the ground and the black should be 12 volt + .
