1999 Sea Breeze Inverter Replacement
Have a 1999 National RV Sea Breeze. Need Wiring Diagram and instructions on how to test and replace the inverter. No power from shore power connection to 30 amp. Also troubleshooting the inverter and battery system on the 1999 Sea Breeze 1310 Limited.

You say "no power" - does that include the 120v outlets and air conditioners? If so, the inverter isn't the problem. More likely the shore cord or wiring to load center. And does the Sea Breeze have an auto-transfer switch or a manual plug for shore-generator selection. Many older National RV coaches used a manual plug.
Also, a 1999 Sea Breeze probably did not have a factory inverter, or perhaps had only a small one for the tv. What inverter do you have and what does it power?
If its only 12vdc power you are missing, then the likely problem is a converter or a battery isolation relay.

By no power the RV was running off the batteries and not the shore power. Should we have the converter replaced ? Should we install a convertor/invertor ? Is the convertor located behind the fuse panel below the refrigerator ? There is no wiring diagram with the National RV 1999 Sea Breeze.

How about when you run the generator?

In my 2001 Sea View, here is a photo of the converter & 12V fuses:
I suggest you start posting on the National RV Owner's Forum.

No to both of those, at least not without further investigation. And an answer to the question about the 120vac outlets & a/c. It could be that your shore power connection had failed in some way so the converter/charger isn't running. Or that a circuit breaker or two has opened.
Changing over to an inverter is a totally separate question and not related to your power loss. If you have a need for inverting (making 120vac power from battery), this may be the time to do so, but you need to give some thought to what things you need to power and whether you have enough battery capacity to do so. Do that after the present problem is diagnosed.

No way to diagnose from here. You'll have to start from where there is power and work you way along the system until you lose power. Check connections as you go starting at the power post/outlet. Could be anything from a bad connection, a bad transfer switch, a tripped breaker/blown fuse, or some other failed component. Electrical troubleshooting can be tedious especially without schematics. It's a step by step process to work your way through the system. Eliminate the simple stuff first. A meter and a test light will be your best friends. A tick tester can help too. Be very careful when troubleshooting and testing 120v. It bites! Assume the thing to be tested is hot until proven otherwise.
