Just a thought, do you have both the chassis and coach batteries connected?

Jacks

Yes both batteries are connected. One reads 14 volts the other 12. Do you know if just one battery controls the jacks/generator and the other lights? Do you know how the batteries work, which does what? I installed a new battery and the generator started and I cut that off. When I tried both generator again and jacks, neither would work. Very confusing. I will check the fluid and hopfully that is the problem. If that isn't maybe it is a wire somewhere.

Evidently you don't have the owners manual. Join the national RV yahoo group and take a look in the 'files' section on the left of the home page.
NationalRV : National_RV
The sea breeze manual is not there but the 99 dolphin 12v fuse panel is the same as ours.
You will see where the gen and jack power comes from, same 150 amp resettable circuit breaker on the fuse panel. To operate the levelers you have to be in park with the emergency brake set, emerg brake light has to be on.
Get the F53 chassis manual from Ford for all chassis fuse ID.
http://www.motorcraftservice.com
owners guides on the left, select year and F53 motorhome chassis to download the chassis owners guide.
If you are on shore power they should both be charging, if not you have an interconnect solenoid problem. The interconnect solenoid connects the coach and chassis batteries together when either is charging. The chassis battery should around 12.6 volts. you can use an auto battery charger on it.
The disconnect switch by the entry door should be closed, red light above the switch should be on. If not this could be part of your problem.
