If they are disk brakes, they will always be better then drum brakes. Cooler running, self adjusting and more stopping power.
The new stopping distance regs are pushing large trucks to go to them.
The big difference is the master cylinder is stroked by an air chamber. The air chamber is controlled by a standard, air brake, treddle valve.
The air chambers are like front, drum brake, chambers.
Cat payloaders and rock trucks used air over hydraulic brakes for many, many years. They were about the same, maintenance wise, as standard air or hydraulic systems.
