My knowledge is generic in nature rather than specific to Sightseer.
1. Swap bulbs. A bit of a long shot but a easy and no cost test. Wear rubber/latex gloves when handling headlight bulbs.
2. Clean the electrical contacts on both the bulb and the connector side. The male contacts of the bulb is easy, a bit of sandpaper to polish the contacts. The female side is a little harder. Try scraping the contacts with a pen knife blade or jeweler's screwer as best you can to clean the contact of any corrosion and such.
3. Check the voltage at the bulb connector and compare it to chassis battery terminal volts. Sometimes there is a individual relay for each headlight sometimes there isn't. Maybe the relay contacts have a bit of resistance.
Try these three and post back what you find. 1 and 2 might fix the problem while 3 could need further guidance on how to proceed.
