I would suggest that if you are serious about the coach take it to a Cummins dealer and have them run diagnostics on the engine. The systems they use can often identify issues early. As others have pointed out DP's have lot of weight to get up to speed but you could also have an injector or turbo problem

Cancelled the sale of the 2007 Newmar KS

We were in the area today and stopped by the dealer. My husband wanted to check out the undercarriage (he was dressed appropriately today). He discovered there was a considerable amount of rust. None of it was revealed to us earlier during any of our meetings with the salesperson. Sale is now off.

I have a 2006 3910 with the ISL 350 and I don't see any problems with it being sluggish. The Cummins ISL engine series is a work horse in the trucking industry. Diesels are not fast, but they are powerful and on a long climb up a steep grade they will leave most Gas rigs in the their dust. As for as ride, I love my Spartan Mountain Master chassis. It does ride and drive like a luxury car.
Sounds to me like it needs to be laser aligned and ride height checked out. If the ride height is too high then the suspension has too much air in the air springs and will make a rig ride like a buck board. I also went from Bilsteins to Koni FSDs on the rear and adjustables on the front. What a difference in ride and handling.
Sorry to see that it was a no sale but your doing your homework. I would never purchase a new or used rig without getting the creeper and coveralls out and spending time underneath.
