2016 Baystar dash AC panel vent problem

I have a 2016 Baystar 3124 with the Evans all electric dash AC unit. When I turn it to panel-only I still get some air coming out of the floor vents . It's not as much as floor only but still is a bit of air. I've checked the operation of the actuators and shutters and they all look OK. I also get a lot more air coming out of the floor vents when they are selected. It's like the panel vents are clogged. Anyone else have this problem? Getting inside the AC distribution assembly is almost impossible.

I have the opposite problem. My dash vents always seem to blow some air. The other thing I dislike is that the lowest fan setting isn't very low.
