I'll agree with others that 'low fluid level' is the likely culprit. Could be weak jack return springs with dirty jack shafts/struts.
You might try fully extending the jacks - using some WD-40 with a straw and squirting around the upper shafts to thoroughly clean any trapped dirt. Then with the fluid used in the system, wipe down the length of the shaft(s) with a clean rag and a liberal amount fluid. Run the jacks up and down a few times and see if the jacks will fully retract. If the problem jack does not fully retract, use a 2x4 for similar lever to fully retract...re-check the reservoir for proper level and wipe down any excess fluid.
This method cured the exact jack problem we were having with our previous coach...a clean jack strut is a happy jack strut.
