I don't have a clue. I guess remove the horns and see what is inside them, that is if they can be disassembled.

Whatever those hose leads to, it's either plugged or it does not lead to the air horn up top. Maybe the air horn was decorative and not installed from the factory (maybe it only functioned on some models). But that's weird because the solenoid connector is getting voltage wherever the horn button is pressed, and... The solenoid leads are zip tied to the same hose.

If it was plugged after the fact, no idea why someone would go through this much trouble to make something unusable. No matter how hard I try, I simply cannot find where the air horn would have even plugged into, and I don't know why the hose which I believe goes to the horn is plugged.
Maybe that was vacuum hose for hvac controls

Well I went back to the RV and was looking at the storage compartments when I managed to find an air line with a female coupler. Couldn't believe it as I've been looking all over for one on my unit. Anyways, plugged in a hose and attached it to the hose that I suspected went to my horn. Sure enough there is sound but it's very very quiet. Didn't help that the blow gun I was using was leaking.

I'm guessing the diaphragms are seized up and/or there is a lot of crap in the bells. I might just go ahead and order an inexpensive air horn from Amazon to replace this entire set up. I would need the 12 volt compressor anyways in order to get air to the horn. Maybe this air coupler I found was taken from the horn by a previous owner...

Remove the trumpet and clean out the debris. Try it again. You could use some fluorescent dye coming back down from the line on the roof to accurately determine which line it is. If there is no solenoid near that location behind the dash, then it probably was removed. Shouldn’t be hard to find a suitable replacement for the solenoid.
