I would replace the ride-height valve only after testing it for operation. Downside is, it will be dangerous to be underneath without blocking under the frame to prevent being squashed.
One thing I've done with air valves on my MH is add a few drops or air-tool oil to the compressed air inlet tube and operate the valve a few times. Many times that works to free the valve or cylinder and sometimes it fails, which results in buying a new air valve.
