Allison VIM Ignition soleniod problem

Recently moved coach and on turning off, engine kept running had to use
emergency shutoff to stop Cummins ISC. Read Tech Topics and check voltage on off side of soleniod and still had 12V. Ok replaced soleniod started up and
problem still existed so not soleniod. Ignition fuse box getting voltage from
somewhere. Started engine turned key off and started pulling fuses. Pulled 7.5A fuse to backup switch/backup monitor engine shut off, split leads and found voltage on backup switch. Wire number 79 to VIM reverse relay. Wire 79 should be getting power from ignition fuse box not providing power to it. What to do next? Could a stuck or burned relay do this? Could I use a diode to stop this although it does not address probem of power to ignition fuse box. Any help appreciated.
