does anyone know if this is a standard hot water tank 1650 watt element, 15 bucks from home depo or 45 from aquahot.

Yes. As long as the wattage and mount type (thread or bolt-in) is the same, you can use the standard ones from Depot or Lowes. Most heater elements are one of about three standard types.
