We'd absolutely LOVE to have heated floors . . . but not $17k worth of love!

Your friends are being ripped off. Very few people have any problems with this system. A pump is a $500-$600 item that can be replaced by the owner. Even doubling the price for labor it would be $1200. Did he contact Aqua Hot for possible warranty work? I would report the dealer to Aqua Hot also................
