What kind of batteries, how many ?

What 12 volt things are you running ?

Battery cables wired correct ? Send picture.

Do they not hold a charge plugged into shore power ?

Beyond what twinboat posted also check the fuses at the output side of the converter/charger. No uncommon to blow the fuses when replacing the batteries.

So you checked with a voltmeter, at rest and during charging? What did you get?

The 13.7 voltage charging seems a little low, I checked mine recently and it was 14.0 volts. The resting voltage of 9.6 volts is too low. It should read about 12 volts resting.

As above. If it is "fully charged" and showing ~9.6-10V, that would most likely indicate one cell has collapsed in the battery.

Most wet cell batteries are considered to be discharged at 10.5V.

How long have the batteries been sitting without shore power ?
How long have you run the engine or generator to recharge them ?

The batteries are discharged. They will need about 10 hours of charging on shore power to get them back up.

If you can't get the rig to power, take the batteries to power, and buy a battery charger.
Once recharged,

13.7v is normal for float charging, but that's meaningless because the alternator is supplying voltage as long as the engine runs. The "at rest" 9.6v is a totally dead battery. Anything at or below 10.5v is dead, i.e. 100% discharged.

So we know your house batteries aren't getting charged; the question is why. Many systems won't charge the house battery if the house main disconnect (Use/Store) switch is on the Off or Store position. Could also have a tripped circuit breaker on the 120v feed t the charger, or a faulty charger. It's easy to blow the converter/charger's reversed polarity fuses when changing a battery, so check those first.

Multiple batteries?

Just a shot in the dark - do you have 12V batteries or 6V batteries hooked in series to get 12V? If you have 6V batteries, check the voltage of each battery. One of them is clearly bad.
