Without a picture of the mentioned circuit breaker, it's hard to say, but a lot of those are automatic reset. Your Kwikee steps are likely powered by a 15 amp fuse in the BCC.

The manual reset circuit breakers will have a small black tab ( push to reset ) on one end .
Keep in mind Kwikee step wiring uses three fuses.
Are you testing fuses and circuit breakers with a volt meter or 12 volt test light ?

Eaton makes a series of FD-1040 circuit breakers. Flip the switch "off" and back "on" to reset. https://www.eaton.com/us/en-us/skuPage.FD1040.html

I did not find any F3-1040 breakers.
