Ok,
So, if I interpret this correctly, it's just the pedal that's sticking in the "down" position after application, correct? If so, shouldn't there be some form of a coil type spring on the pivot shaft for the pedal arm, that would counteract the pushing on the arm and want to bring it back to normal? Of, maybe even a "pull type" spring that would be attached to a stationary point and, the brake arm and, retract that pedal to the AT REST position? If either one of those are in place, maybe the pivot point of the pedal is binding for some reason and, is possibly in need of some spray lubricant of some sort. At least that's kind of what I'm thinking here.
I don't think that his actual brakes are sticking, just the pedal won't auto-retract at certain times.

If its on a Workhorse chassis, it may have a bellcrank, out on the firewall, that turns the master cylinder and booster 90°.
They tend to seize up and need greasing.
Her is an old link.

brake bell crank grease???

Clicking the link and reading the resulting information will probably take care of the OP's brake sticking problem. The pedal on ours was sticking a few years back and greasing the bell crank took care of the problem.
As far as the dash lights go, there are several things that could be going on. Ground or another loose wire could be the problem but i think i'd start at the ignition switch.
