First thing that would help is to tell us what make, age and model RV you have.

Could be an electronic bypass valve. If so replace it with a manual set of valves.

Better secure the power to the water heater and save the element from burnout!

Thanks everybody. replace with a T and manual valves. No leaks but no hot water. I have water flowing from the hot water side but it is cold. Started engine because the hot water heater using electric, gas or engine water to heat.

Suspect it is a Solenoid BYPASS set up

Solenoid OPEN allows COLD into Hot water plumbing lines (check valve on WH Tank Hot out prevents backflow)
Solenoid Closed allows Cold to flow thru to COLD plumbing lines

If you have Valve on HOT line it should be CLOSED for Normal Operation
Valves on Cold should be OPEN
*Bypass....Open the HOT valve

Looks like a power activated hot water heater bypass valve.

I removed the mechanism and replaced with a PEX T connecting the water inlet to the other two hoses with a shutoff valve on each. It turns out that I did not solve the problem. The hot water only runs for a couple of minutes before it turns cold again. I am not sure at this point if the problem is with the valve settings or if I have additional problems at the hot water heater.

that is a press reg valve. remove it to see manuf and part no. very important part , be sure to replace it , about 100.00 or rebuild it kit is about 20.00 looks like you need to install a water filter system , all that alkalie is going to ruin every thing in your water system , can be removed pretty simple.
