It appears to be the fresh water tank drain.

You open that valve and the one near the tank to gravity drain the fresh water tank. You should sanitize the tank and fresh water system at least once a year. There is a post on how to do this on this site. You should at least drain the tank every winter before it freezes. If you use RV antifreeze to winterize your system then in the spring this is the way to drain the tank. Another post on this site on winterizing.

Hope this was of some help.

Happy camping

If the valve is like the ones in my 1994 Avion 5th wheel to open the valve you pull up on it.

The topic title says "By pass water tank fill" but the valve in the foreground appears to be the tank drain rather than a filler valve.

I see another valve partially hidden toward the rear (top) of the photo, down below a label that appears to say "bypass...". That valve is currently closed (cross-wise to the pipe), but if opened it would probably let water flow into the fresh tank. To fill the tank, connect the RV to a city water source with decent pressure (40-65 psi) and open that valve (turn the handle so it is parallel with the pipe). Close again when the tank is full enough for your needs.
