Please note that this is a preliminary report and that the final regulation may look much different. As of now, the CARB proposal only consists of a OBD plug in test to see if there are any current malfunctions. If a plug in test can't be done, then a visual smoke check will be done (Basically visible smoke can't be present for more than 30 seconds at idle).

CA registered diesel motorhomes under 14k lb currently have to pass a smog test for registration purposes. This imposes the same standards to motorhomes over 14k lb. as already applies to semi trucks. The trucking industry fought this legislation a few years ago and lost. Older CA trucks had to be retro fitted with DPF traps when this passed. A lot of truck were taken out of service and a lot of owners relocated out of state rather modify their trucks.

What everyone should be concerned with is how many other states will follow CA and adapt the same standards. Historically 5 other states usually adopt CA's emissions standards. Many states wait to see what CA can get away with in regards to taxes, regulations and such. Remember, everyone slammed CA (rightfully so) a couple of years ago when CA raise the gas tax. With in one year many other states did the same thing.

It's not true that anything that is legal in the home state is okay in any other state. A couple obvious examples:

1. The weight at which trailers are required to have brakes varies by state, and if a traveler is from another state they can be cited for not meeting the requirement for the state they're currently traveling in.

2. Some states allow double towing, others don't. If a person's home state allows it, they still aren't permitted to do it in states that don't allow it.

I have driven in all 50 states I can say CA roads are some of the worst I have ever driven on.

Thatís if they arenít falling in the ocean, covered in mud or sinking into the earth.

My question ó if CA is so great why are people moving away?
