Turn off the switch ?... If the lights are on then there is a switch on somewhere. Otherwise, try removing the switch and unplug from the backside to see if lights then go out. If so, replace switch.

A bad ,stuck closed switch will usually sound or feel funny compared to rest. Makes me also wonder if a pair of 3 way switches is miss wired as well. Many times will be switch at doorway and one near bed stand area for overhead lights.

I'd say there's no way your rig went 16 years without a switch. The original owner would have noticed and made sure to have one installed. Is it possible the only switch is on the fixture itself? Has work been done on the interior, a wall replaced maybe? I'll bet there's switch in there someplace, keep looking.
