Question Chassis batteries not being charged by engine

I noticed just starting after sitting a while, the voltage only reading about 10 Volts, I usually see it jump up for a while then settle down.

On this 2000 3126 on the FL chassis where is the voltage regulator, I think someone said it's built into the alternator.

Anyway, can someone recommend the steps to trouble shoot this the batteries are only a months old 2 group 31's.

Serpentine belt looks tight, less than a year old.
