Co-Pilot floor not retracting

I had some work done on my coach last year and the tech removed one of the guide rails from the movable floor that covers the stair well below the co-pilots seat. When he re-installed it the floor will not retract under it's own power and I must help it to retract. Once it gets about half way in, it retracts the rest of the way. It extends normally.
I removed the cotter pin from the hydraulic actuator and can manually move the floor. I lubed the rails and manually the floor moves pretty easily.

I'm wondering if possibly the actuator is bad. This didn't start happening until after the tech removed one of the rails and replaced it, but I can see no reason why the floor is not retracting properly. Fluid in reservoir is at the full mark.

Any ideas?

Are you sure it is hydraulic? Mine is air actuated. Either way I would remove that track again and make sure it is seated completely when reinstalling. If there was a piece of anything trapped behind it it could cause binding. That cylinder is tiny and doesn't have a lot of power.

Definitely hydraulic. The track is installed properly as best as I can tell. The actuator is small and may be at fault, not sure.
I manually moved the floor and it moves freely.
