However, I can't locate the sensor to finish troubleshooting. I have contacted Spartan and Cummins. Cummins said it should be located on the block by the oil cooler. However this opening has a hose fitting with heater hose attached. Does anyone have any ideas of where the sensor may be?

I have a 95 model 8.3 mechanical. I assume you are talking about the coolant temperature gauge When my gauge stopped working, I found that the wires had come off the sensor. It was located under the exhaust manifold just above the starter. The 2 wires were polarity sensitive.
