Dutch Star Step Cover Won't Work

We have an '06 Newmar Dutch 4023. Without warning our step cover stop operating....press the switch and nothing, no movement, no sound. Fortunately the cover was in the up position. I replaced the switch hoping that might be the problem but no luck. I have 12.2 volts coming to the switch while the battery voltage exceeds 13 volts???

There appears to be no way to get to the actuator of the step cover or the wiring since they are all under the step.

Anybody have this problem and if so how did you resolve it. Any suggestions on how to resolve or get to the wiring and components under the step.

I think they were still using the electric motor design in that era, I can't remember but if so there may be a metal panel under the cover above the floor of the step well that can be removed for access to the motor. You should be able to disconnect the linkage to return the step/cover to their step position and then diagnose if the motor is defective.
